Qualification & Experience:
Educational Background:
- Possess a relevant Bachelor’s Degree in Law (LLB/LLM).
Professional Experience:
- Have 3-5 years of experience in interpreting and providing advice on relevant legislation, directives, practices, and procedures to ensure compliance.
Legal Credentials:
- Must be an Admitted Attorney, with membership in the Law Society of South Africa (LSSA) or equivalent.
- Membership in the Institute of Company Secretaries of Southern Africa (ICSA) or relevant professional bodies would be advantageous.
Skills & Knowledge:
Legislative Knowledge:
- Comprehensive understanding of legislations relevant to the Public Service, including policy formulation, contract drafting, and management.
- Familiarity with litigation processes within the agricultural sector and proficiency in interpreting laws.
Regulatory Frameworks:
- Knowledge of Supply Chain Management (SCM) regulatory framework, Public Finance Management Act (PFMA), and relevant National Treasury regulations.
- Understanding of the Public Service Act (PSA), corporate governance principles, and regulations.
- Familiarity with the Marketing of Agricultural Products Act, 1996, and Companies Act 71 of 2008.
Anti-Corruption and Strategic Frameworks:
- Awareness of the Public Service Anti-Corruption Strategy and implementation of anti-corruption and fraud prevention measures.
- Understanding of the Medium Term Strategic Framework (government priorities) and Estimates of National Expenditure (ENE).
Analytical and Communication Skills:
- Proficiency in strategic thinking and analysis.
- Strong oral and written communication skills.
- Ability to uphold rules and regulations (rule orientation).
Leadership and Organizational Skills:

Duties & Responsibilities:
Legal Services Responsibilities:
- Contribute to the development of NAMC’s Strategy and Annual Performance Plan aligned with organizational targets.
- Develop a divisional plan that supports the strategic goals of the organization.
- Oversee implementation, monitoring, and control of Markets and Economic Research activities in accordance with the Marketing of Agricultural Products Act of 1996.
- Provide strategic leadership for the division’s units and projects.
- Support other divisions of NAMC as required in a coordinated manner.
- Ensure sponsorship and marketing plans are effectively executed to fulfill divisional mandates.
Company Secretary Duties:
- Provide corporate governance guidance and advisory to Council and Committee members regarding fiduciary duties.
- Prepare agendas, meeting packs, take minutes, draft resolutions, and lodge required forms for Council and Committee meetings.
- Follow up on actions/resolutions from meetings and maintain up-to-date policies referred for committee approval.
- Maintain statutory books, including registers of Council members, Committees, and managers.
- Manage correspondence, collate information, write reports, and communicate decisions to stakeholders.
- Advise Council members on legal, governance, accounting, and departmental implications of proposed policies.
- Raise relevant matters for Council’s attention and handle queries related to Council and Committees.
Governance, Compliance, and Internal Control:
- Oversee the development and compilation of the Legal Risk Register.
- Present Quarterly Legal Compliance Report/register at appropriate forums.
- Ensure compliance with relevant legislation and NAMC Policy Framework.
- Evaluate, investigate, and resolve compliance queries within NAMC.
- Facilitate induction and training of Council and Committee members on corporate governance developments.
- Act as a liaison between the offices of the Chairperson and the Chief Executive Officer.
- Provide advice on meeting processes and procedures to Council and its Committees.
- Present governance reports at Council and Committee meetings.
Reporting and Stakeholder Engagement:
- Develop and maintain positive relationships with internal and external stakeholders of NAMC.
- Manage team relationships and collaborate effectively with Risk and Compliance functions.
- Foster communication among teams and colleagues throughout NAMC.
- Ensure NAMC meets legislative submission deadlines.
