Job Purpose:
- To provide comprehensive administrative support for skills development initiatives within the unit, ensuring effective and efficient management of all related functions.
Minimum Requirements:
- Qualification:
- An appropriate 3-year tertiary qualification (National Diploma, Bachelor’s Degree, or higher).
- Experience:
- A minimum of 1 year of relevant experience in Skills Development.
- License:
- A valid Code B (or higher) driving license.
Key Performance Areas:
- Administrative Assistance:
- Facilitate comprehensive administrative support for the Skills Development Unit, including managing correspondence, scheduling meetings, and maintaining records.
- Ensure that all administrative processes align with departmental policies and procedures.
- Prepare and distribute agendas, minutes, and reports for meetings within the unit.
- Stakeholder Liaison:
- Liaise with internal and external stakeholders, role players, and clients to ensure smooth communication and collaboration.
- Coordinate meetings and consultations with various stakeholders, including governmental departments, training providers, and community organizations.
- Handle inquiries and requests from stakeholders promptly and professionally.
- Recruitment and Selection:
- Provide administrative support for recruitment and selection processes, including drafting job advertisements, scheduling interviews, and communicating with applicants.
- Assist in the preparation and documentation of recruitment panels and ensure that all recruitment procedures comply with legal and departmental guidelines.
- Maintain accurate records of all recruitment activities and outcomes.
- Financial Administration:
- Offer detailed financial administrative support to the Skills Development Unit, including processing payments, monitoring budgets, and preparing financial reports.
- Assist in the management of the unit’s budget by tracking expenses, ensuring proper allocation of funds, and identifying areas for cost savings.
- Ensure compliance with financial policies and regulations, including proper documentation of all financial transactions.
- Supervision:
- Oversee the performance of staff responsible for various unit functions, ensuring that tasks are completed efficiently and to a high standard.
- Provide guidance and mentorship to junior staff, helping them develop their skills and enhance their performance.
- Conduct regular performance reviews and provide feedback to staff, identifying areas for improvement and recognizing achievements.
- Data Management and Reporting:
- Manage and maintain comprehensive databases related to skills development programs, ensuring data accuracy and accessibility.
- Compile and analyze data to produce regular reports on the progress and outcomes of skills development initiatives.
- Ensure that all reports are submitted on time and meet the required standards of quality and accuracy.
- Program Coordination:
- Assist in the coordination of skills development programs, including scheduling training sessions, workshops, and events.
- Monitor the implementation of programs to ensure they are delivered on time, within scope, and within budget.
- Identify and resolve any issues or challenges that arise during program implementation.
- Compliance and Quality Assurance:
- Ensure that all administrative processes and program activities comply with national, provincial, and departmental policies, regulations, and standards.
- Conduct regular audits of administrative procedures and program operations to identify areas for improvement.
- Develop and implement quality assurance measures to enhance the effectiveness and efficiency of skills development programs.
- Communication and Public Relations:
- Draft and disseminate internal and external communications related to skills development initiatives, including newsletters, announcements, and press releases.
- Maintain positive relationships with media contacts and ensure that the EPWP Skills Development program is represented accurately and favorably in the public domain.
- Organize and coordinate promotional events to raise awareness of the skills development programs.
- Resource Management:
- Manage the procurement and distribution of resources needed for skills development programs, including training materials, equipment, and supplies.
- Ensure that all resources are used efficiently and effectively, minimizing waste and maximizing impact.
- Maintain an up-to-date inventory of all resources and manage their allocation according to program needs.
Competencies:
- Knowledge:
- National, provincial, and departmental policies related to EPWP and Skills Development.
- Programme/project management.
- Research, planning procedures, and public service reporting.
- Skills:
- Effective communication (both written and verbal).
- Strong planning and organizational abilities.
- Accurate record-keeping and proven computer literacy (MS Office).
- Report writing and formulation.
Remuneration:
- Salary: R308,154 per annum (Salary level 7).
