    Human Rights Officer Job Purpose

    The primary purpose of this role is to implement and facilitate the department’s responsibilities concerning human rights, focusing on gender, disability, youth, and children. The successful candidate will ensure that human rights issues are integrated into all departmental policies and programmes.

    Minimum Requirements

    To qualify for the Human Rights Officer position, candidates must meet the following requirements:

    • A 3-year National Diploma/B-Degree (equivalent or higher qualification).
    • Minimum of 1 year of relevant experience.
    • A valid code B or higher driving licence (applicants with disabilities that restrict driving but have reasonable access to transport may also apply).

    Competencies:

    • Knowledge of relevant legislation and policies on human rights, gender, disabilities, youth, and children.
    • Understanding of transformation processes, employment equity, and affirmative action.
    • Familiarity with departmental strategic and service delivery plans.
    • Working knowledge of systems such as ECM (Enterprise Content Management).
    • Skills in written and verbal communication, computer literacy (MS Office), planning, interpersonal relations, and record-keeping.

    Key Performance Areas

    • Integrate human rights issues (gender, disability, youth, and children) within the department and drive external programmes as per the Human Rights Strategic Framework.
    • Implement departmental policies and programmes focusing on human rights.
    • Provide guidance, advice, and support on human rights policies and practices to all stakeholders, including management, functional units, co-workers, NGOs, and civil organisations.
    • Coordinate gender, disability, and youth training for all staff to ensure human rights are integrated into all aspects of work.
    • Establish partnerships and facilitate inter-sectoral collaboration between the department, NGOs, and civil organisations.
    • Act as a link between the Provincial Directorate Human Rights and the department.

    Remuneration

    • Salary: R 376 413 per annum (Salary level 8)
