MICT SETA is seeking a qualified and competent Levies and Grants Administrator to join their Finance Division on a fixed-term contract. This is a critical role that involves overseeing the administration of discretionary grants and ensuring the accurate processing of accounts payable transactions.

    The successful candidate will be based at MICT SETA’s Head Office in Midrand and will report directly to the Manager Finance: Discretionary Grants.

    Key Responsibilities of the Levies and Grants Administrator

    The Levies and Grants Administrator will be responsible for a variety of crucial tasks that help maintain the smooth operation of the finance division. These responsibilities can be divided into the following areas:

    1. Discretionary Grant Administration

    The primary responsibility of the Levies and Grants Administrator will be handling the administration of discretionary grants. This includes the following tasks:

    • Performing accounting and clerical tasks to efficiently maintain and process accounts payable transactions related to discretionary grants.
    • Allocating payment requisitions to the relevant contract and reviewing requisition batches and supporting documentation.
    • Capturing invoices and claims on the payment system to ensure accurate disbursement of grants.
    • Filing proof of payments in the contract file for future reconciliation and reference.
    • Assisting with month-end processes, including the reconciliation of grant payments and updating banking details on the system.

    2. WSP/ATR Administration

    In addition to the core responsibilities of discretionary grant administration, the Levies and Grants Administrator will oversee the WSP/ATR process. This includes:

    • Evaluating all WSP/ATR applications for compliance with department guidelines and standards.
    • Capturing and processing fully compliant applications within 24 hours after evaluation.
    • Providing feedback and assistance to employers on incorrectly compiled applications and helping resolve any issues.
    • Administering the inter-SETA transfer process and managing requests for Inter-SETA transfers and payments.
    • Redirecting WSPs to the correct SETA when necessary and liaising with other SETAs to handle transfers.

    3. Risk and Compliance Management

    The Levies and Grants Administrator will also play a role in ensuring compliance with relevant policies, procedures, and legal regulations:

    • Overseeing the WSP/ATR process and ensuring that all grant allocations, payments, and grant documentation adhere to compliance standards.
    • Identifying and managing risks by implementing fraud controls, risk prevention practices, and maintaining sound governance processes.
    • Providing necessary support and evidence for internal and external audits.
    • Ensuring all actions comply with the applicable laws, regulations, and policies of MICT SETA.

    4. Customer & Client Relations

    As the main point of contact for internal and external clients regarding matters in the finance division, the Levies and Grants Administrator will:

    • Respond promptly and attentively to all customer inquiries within established time frames.
    • Ensure that solutions provided meet customer requirements.
    • Serve as a liaison to maintain strong working relationships with stakeholders, including employers, SETAs, and clients.

    Required Qualifications and Experience

    To be considered for this role, applicants must meet the following requirements:

    Educational Requirements

    • Matric/Grade 12 certification is mandatory.
    • A National Diploma in Accounting (NQF Level 6) is required, with a Bachelor’s Degree in Accounting being advantageous.

    Professional Experience

    • At least 2 years’ experience in accounts payable or general accounting is necessary.
    • Practical experience in the administration of funds and grants disbursements in the public sector is highly valued.
    • A strong background in financial creditors/account administration is essential.

    Technical Skills

    • Proficiency in SAGE accounting software is required.
    • Knowledge of general accounting procedures, GAAP (Generally Accepted Accounting Principles), and the PFMA (Public Finance Management Act) is crucial.
    • A solid understanding of the Public Sector environment will be an asset.

    Remuneration and Application Process

    This position offers a competitive salary package of R23,653.00 per month and is available as a 9-month fixed-term contract.
