    Requirements

    • Possession of a relevant tertiary qualification, preferably a National Diploma or B. Com Degree with Financial Accounting as a major subject (minimum NQF Level 6)
    • Minimum of 8 years of relevant experience, including managerial experience
    • Valid Code B driver’s license
    • Documentation proving ownership or access to a private vehicle for job-related duties
    • Proficiency in at least 2 of the 3 official languages of the Western Cape
    • Competency in computer skills, particularly MS Office applications
    • Thorough understanding and knowledge of local government legislation application (e.g., MSA, MFMA, etc.)
    • Completion of Minimum Competency Level training or readiness to complete it within 18 months
    • Demonstrated ability to work effectively under pressure with a high level of responsibility
    • Availability for overtime work and attendance at meetings outside normal working hours
    • Proficiency in Promun (computer application)

    Duties:

    As the Expenditure Manager at Mossel Bay Municipality, your primary duties will include:

    • Supervision and Coordination: Oversee personnel, services, and overall condition of the Expenditure Division, ensuring efficient coordination of activities and procedures.
    • Audit Management: Monitor and handle internal and external audit queries, providing necessary input for policy updates.
    • Regulatory Compliance: Ensure compliance with applicable acts, regulations, policies, and Council resolutions.
    • Operational Oversight: Control, monitor, and adjust operational plans and services as required.
    • Team Leadership: Plan, organize, and lead teams to ensure optimal efficiency.
    • Project Management: Coordinate internal and external project management efforts.
    • Expenditure Management: Address expenditure requirements for regular, critical, and ad-hoc needs, preparing and presenting reports on expenditure status and fund availability.
    • Audit Analysis: Analyze and interpret audit findings and reports.
    • Transaction Management: Direct and oversee personnel within the division, ensuring achievement of key performance indicators related to expenditure transaction recording, authorization, and execution, including payroll transactions.
    • Administrative Duties: Handle administrative recording, reporting, and recordkeeping, and compile qualitative and quantitative information for statutory reports.
